Rosco's issue here was to lighten the shoreline without lightening the clouds. This was done by a 1/3 stop increase in exposure plus tweaking of lights and shadows. But (once again) Photoshop provided the dash of extra tweaking by allowing the shoreline to be selected and worked on in isolation. Same with the break in the clouds.
